Why an OKVED code is not a ready-made buyer list

OKVED is Russia’s official classifier of economic activities. It describes the activity a company has declared, not its current need or the person who will make a buying decision. An OKVED export is therefore a first outline for research, not a list ready for outreach.

For example, an industrial equipment supplier may select a broad code and find businesses that do not need its product: some sell consumables, some provide maintenance, and some work with a different production process. A precise selection compares the code with your product, the company website, its operating geography and signs of active business. This matters especially when targeting manufacturers, whose legal name may reveal little about what they actually do.

“Collect everyone under this code” is not a sufficient brief. Before work starts, define which companies count as targets and which must be excluded.

Legal details confirm that a company exists. For B2B outreach, that is not enough. You also need signs that the business is active, its profile is clear, it is not duplicated, and it has a relevant website or other business presence. Then you need a contact route to the right function; procurement, commercial leadership and the owner are different routes within the same company.

A common error is treating a company with the right code and a general email address as a procurement prospect. If the business now leases premises rather than manufactures, the problem was not the email copy: its current activity was never checked. Exclude it or move it to another segment; do not treat a generic address as a validated decision-maker contact.

When selection by OKVED is not the right method

OKVED selection is not the right starting point when the buyer is defined by a one-off event rather than their industry: a tender win, supplier change, construction stage, hiring need or active project. An activity code will not reveal that moment. In these cases, add event signals or work account by account.

Do not start with OKVED if you cannot yet explain who you sell to and why. A broad export will not fix an unclear offer; it will only increase the number of irrelevant conversations. For complex deals involving a limited set of companies, consider account-based marketing, where each organisation is researched individually.

They are enough to identify and record a company, but usually not enough for a focused B2B conversation. A general inbox can be a useful route, but it does not tell you which function is responsible for the decision.
